Because when the accountants start cutting costs, maintenance is nearly always one of the things to be pared down, and the short term result is nice and favourable. Medium and long term, though, it always comes back and bites. And they were saying that there's been something of an increase of minor incidents over the past few years, which again points to maintenance. But terrorism?
